- Dorset Council in granting planning permission for a project with the potential for such a significant effect on the local community and environment are unlikely to be able to control future changes to the operations of the incinerator that are justified on commercial grounds, for example by variation of condition applications. Planning conditions attached to a permission are of limited enforceability and a future operator may seek to overturn them on the grounds of economic viability. It should be remembered that the planning permission is granted for the use and the site and rarely to the specific applicant.
